Is there anyway to make the aftermarket hood scoop functional?

What would make sense is cutting a hole in the hood where the scoop is, adding a small filter, and guide to keep out water, and then cutom-building an intercooler setup to put the intercooler right under the scoop, like an old Subaru WRX. Obviously, this would only really work on the Ecoboost model.
